This is yet another way to catch your visitors attention. Save your sites valuable space! ScrollingBanner shows your uploaded images at the bottom of your browsers window.
When you change your browsers window to smaller or larger the strip remains at the bottom.
Module Position can be anything, since ScrollingBanner does not appear at Joomla modules normal location, provided that it matches any active position set by your Joomla template (e.g. user1; cpanel; etc.). It may leave a trace, in this case set the module position to the bottom of the module stack or somewhere, where it is not visible. 'Show Title' has to be obviously set to 'No'.
